Local Law 11, also known as the Façade Inspection and Safety Program (FISP), requires NYC buildings over six stories to have their façades inspected every five years by a qualified professional. Homex Builders performs the repairs needed to address the conditions identified in those reports across the Bronx, Manhattan, Brooklyn, Queens, Staten Island, Yonkers, Long Island and New Jersey.

We work from your QEWI report to repair unsafe and SWARMP conditions, including repointing, brick and stone replacement, lintel replacement, parapet repairs, sealant replacement and balcony repairs, and coordinate with your engineer for the follow-up filing.

What Our Local Law 11 Services Include

Local Law 11 repair work commonly includes:

Masonry Repairs

Repointing, brick replacement and stone repairs across the façade.

Lintels & Parapets

Replacing corroded lintels and repairing or rebuilding parapets.

Sealants & Balconies

Replacing failed sealants and repairing balconies and railings.

Unsafe conditions must be corrected promptly and SWARMP conditions before the next cycle. Delays can lead to DOB penalties and costly sidewalk sheds staying up longer.

Frequently Asked Questions

What is a SWARMP condition?

SWARMP means "Safe With A Repair and Maintenance Program." These conditions are not yet unsafe but must be repaired before the next inspection cycle.

What happens if a façade is filed unsafe?

The owner must install public protection such as a sidewalk shed and make repairs promptly. We help complete repairs so protection can come down.

Do you perform the inspection?

Inspections must be done by a Qualified Exterior Wall Inspector (QEWI). We perform the repairs and coordinate with your QEWI.

How much does local law 11 cost in NYC?

Pricing depends on the size of the area, the condition of existing materials, access and the materials you choose. We provide a free on-site estimate with a clear scope and price before any work begins.

Do Local Law 11 repairs require permits?

Yes. Most façade repairs require DOB permits, and scaffolding or sidewalk sheds require their own permits. We help coordinate filings.
